HIGH VOLT means the refrigerator's control board has detected that the incoming mains voltage exceeds the safe upper limit, which is 160V for US models and 265V for EU and Australian models. The appliance displays this code to protect its compressor, control electronics, and other components from overvoltage damage. The issue originates in the electrical supply rather than inside the refrigerator in most cases. Measuring the voltage at the wall outlet with a multimeter is the correct first step.

It is not advisable to continue operating the refrigerator while genuine high voltage is present at the outlet. Sustained overvoltage can permanently damage the compressor drive circuitry and control board. Unplug the unit until the mains voltage has been confirmed to be within the acceptable range, and only reconnect it once the supply issue has been resolved.
