From Service Manual 555562, p.14:

1.Follow the lighting instructions on the front of the water heater and attempt to relight the pilot. Confirm that the pilot is lit by looking through the viewport.

2.Measure the heating element resistance across the terminals with the leads removed. Expected: 11 to 13 ohms.

3.Verify the thermal fuse and high-limit thermostat show continuity. An open safety in series with the element produces a no-heat fault even when the element tests good.
