Heating timeout - oven failed to reach target

From Service Manual 634235, p.47:

1.Check mains voltage (oven will not operate below 190V); verify sensor (545 ohms at room temp); check heating element operation and wiring; replace power supply board.

2.Measure the heating element resistance across the terminals with the leads removed. Expected: 11 to 13 ohms.

3.Verify the thermal fuse and high-limit thermostat show continuity. An open safety in series with the element produces a no-heat fault even when the element tests good.
