The low ambient heater is drawing less current
From Tech Sheet W16577744, p.36:
1.Check the wiring and connections at both the heater and the power module.
2.Measure the heating element resistance across the terminals with the leads removed. Expected: 11 to 13 ohms.
3.Verify the thermal fuse and high-limit thermostat show continuity. An open safety in series with the element produces a no-heat fault even when the element tests good.
