From Service Manual 147428, p.40:
1.Check heating element; check heating relay solenoid voltage (12 VDC) from electronic unit; check for excess detergent/rinse aid causing foam.
2.Measure the heating element resistance across the terminals with the leads removed. Expected: 11 to 13 ohms.
3.Verify the thermal fuse and high-limit thermostat show continuity. An open safety in series with the element produces a no-heat fault even when the element tests good.
