E281 means the furnace control board detected no 24-volt output on the Y2 terminal when paired with a non-communicating outdoor unit. Y2 carries the second-stage cooling signal to the outdoor unit. The fault points specifically to the Y2 relay on the control board, either the coil not energizing or the contacts not closing. Without this signal, the system cannot activate second-stage compressor operation.

E281 is not a safety-critical fault in the same category as a heat exchanger or gas valve failure. It affects the second-stage cooling output and does not directly involve the heating system's combustion or venting components. However, operating without second-stage cooling during peak summer conditions can lead to inadequate cooling and unnecessary strain on the system.
