Primary or secondary limit open. Units with board 63K8901 or 24L85: Limit must close within 5 trials for ignition or board goes into one hour limit Watchguard. Units with board 56L83 or 97L48: Limit must close within 3 minutes or board goes into one hour limit Watchguard.

From Service Manual 426063, p.35:
1.Check continuity across limit switch(es). Switches reset automatically upon cool down. Check for restrictions on blower inlet air (including filter) and outlet air.
2.Measure the inlet valve coil resistance at the valve connector. Expected: 1,000 to 1,200 ohms per coil at room temperature.
3.Verify static water supply pressure at the inlet hose. Below 20 psi or fluctuating supply commonly triggers fill-timeout faults.
