Swing heater detection failure - fails to sense

From Service Manual 934481, p.13:

1.Check swing heater's motor and connector.

2.Measure the heating element resistance across the terminals with the leads removed. Expected: 11 to 13 ohms.

3.Verify the thermal fuse and high-limit thermostat show continuity. An open safety in series with the element produces a no-heat fault even when the element tests good.
