Error code 03 on a Goodman heat pump indicates short cycling, meaning the compressor is starting and stopping in brief, repeated intervals rather than completing a normal run cycle. The fault is triggered when the control board detects abnormally short compressor run times. The most common causes are an intermittent thermostat demand signal or a faulty compressor relay. Addressing this quickly is important because repeated short cycling causes accelerated wear on the compressor.

Continuing to operate the system while it is short cycling is not advisable. Every compressor startup draws high inrush current, and repeated short cycles accelerate wear on the compressor motor windings and capacitor. Prolonged short cycling can lead to compressor failure, which is a significantly more expensive repair than fixing the thermostat or relay that caused the fault.

Repair costs vary depending on the root cause. Thermostat wiring repairs or adjustments are generally low-cost, while replacing a thermostat typically runs in the range of $100 to $300 including labor. A compressor contactor or relay replacement usually falls in the range of $150 to $400 depending on the part and labor rates in your area. If the short cycling has caused compressor damage, costs can be substantially higher.

Start by inspecting the thermostat and all low-voltage wiring, particularly the connections at the Y terminal on both the thermostat and control board. Tighten any loose connections and look for corrosion or damaged insulation. If the wiring checks out, test the compressor relay or contactor for worn contacts, coil resistance issues, or voltage irregularities, and replace it if it is not holding consistently during a run cycle.

Resetting the unit may temporarily clear the fault code, but the code will return if the underlying cause is not corrected. Short cycling will continue as long as the thermostat wiring, thermostat, or compressor relay remains faulty. A reset is useful for confirming whether the fault is intermittent, but it is not a substitute for diagnosing and repairing the root cause.
