Outdoor BLDC fan lock error - fan RPM is 10 RPM or less for 5 sec at start, or 40 RPM or less after starting.

Check ODU fan motor assembly condition and fan locking, check voltage between pin 1 and pin 4 of fan motor (diode mode, should be 1V ±0.2V).
