Heater output not sensed when energized — fan

From Service Manual 761173, p.25:

1.Check for 24Vac on heater stage outputs; fan coil control or sensing circuit may be bad.

2.Measure the heating element resistance across the terminals with the leads removed. Expected: 11 to 13 ohms.

3.Verify the thermal fuse and high-limit thermostat show continuity. An open safety in series with the element produces a no-heat fault even when the element tests good.
