F/13 on a GE washer means the dispenser motor cannot be driven to its proper position. The control board monitors the dispenser motor and triggers this code when the motor fails to reach its target position as expected. This fault affects the automatic dispensing of detergent, fabric softener, and other additives during the wash cycle. The washer will stop the cycle until the issue is resolved.

Disconnecting power and reconnecting it may temporarily clear the code, but if the underlying problem with the dispenser motor or its linkage has not been corrected, the F/13 error will return as soon as the washer tries to operate the dispenser again. A reset is useful for confirming whether the fault is intermittent, but it is not a repair on its own.

If the fix is simply clearing a soap blockage or reseating a connector, the repair may cost nothing beyond your time. It is not recommended to continue running wash cycles with an active F/13 fault.
