From Service Manual 109529, p.21:

1.Separate Main PCB CN70 wire; measure resistance between CN70 White and CN70 Gray; should be 120 ohm ±7% (for 440W value at input power). 0 ohm = heater short, infinity = wire/bimetal open.

2.Measure the heating element resistance across the terminals with the leads removed. Expected: 11 to 13 ohms.

3.Verify the thermal fuse and high-limit thermostat show continuity. An open safety in series with the element produces a no-heat fault even when the element tests good.
