Heater open circuit — heating element or wiring

From Service Manual 889251, p.23:

1.Check heater coils and connections for open circuits. Replace heater and/or wiring and retest.

2.Measure the heating element resistance across the terminals with the leads removed. Expected: 11 to 13 ohms.

3.Verify the thermal fuse and high-limit thermostat show continuity. An open safety in series with the element produces a no-heat fault even when the element tests good.
