Low water/air in pump — no water to dishwasher, loose connection to fill valve, overfill switch stuck, drain loop detached, inlet screen plugged, excessive suds, or water leaking.

From Tech Sheet W17992006, p.18:
1.Verify water supply is turned on and supply line adequate. Correct installation if necessary.
2.Measure drain pump winding resistance at connector J7 on the main control. Expected: 12 to 16 ohms at room temperature.
3.Back-probe the pump driver output under load. Verify the board switches the pump at 120 VAC during the drain portion of the cycle.
