The inverter board controls the variable-speed compressor by regulating the frequency and voltage supplied to it. This behavior is distinct from a compressor that simply fails to start at all, because here the unit is making repeated attempts to run before shutting down.
One of the most common underlying causes is high refrigerant pressure on the high side of the sealed system. The compressor then struggles to start against this elevated head pressure and overloads, causing the inverter to cut power as a protective measure.
