Heater relay stuck on or pressure switch stuck

From Service Manual 299881, p.13:

1.Check wiring to heater and continuity of element (31 ohms approximately). Check operation of pressure switch (water levels normal etc.) and efficiency of pressure switch wiring and connections.

2.Measure the heating element resistance across the terminals with the leads removed. Expected: 11 to 13 ohms.

3.Verify the thermal fuse and high-limit thermostat show continuity. An open safety in series with the element produces a no-heat fault even when the element tests good.
